Hi, 

I'm just developing a midlet provisioning server.

Your servlet needs to serve the .jad file first. In the .jad file there is 
MIDlet-Jar-URL -tag which  should point to the .jar file. When you click the link to 
your .jad file in your phone's WAP browser, the phone loads the .jad file and asks if 
you want to install the application.
