It turns out that the exception is being thrown because another transaction had 
inserted a row in the database with the same primary key. The behavior is correct and 
everything is being left in a consistent state.

The reference to the IPartyAliasROLocal interface is a red herring - the failure has 
nothing to do with this EJB.
