The nukes directory you created is where non-core nukes modules go. The deploy-components target puts things in there. The nukes core ear watches the nukes directory and deploys things it sees, ie. an XML file will be assumed to be a MBean descriptor, while SARs and EARs are seen as modules, themes etc.
