OK. I have done some more investigation.

If I rename my ROOT directory to ROOT.war and have the jboss-web.xml file in the 
WEB-INF directory I can access foo.jsp with something like http://localhost/foo.jsp.

Is there any way that I don't have to name my directory ROOT.war or any other name not 
having the .war siffix?
