I tried your solution and didn't have any luck. I don't know what your exact configuration is but you did mention (MS) Proxy 2.0 which turned on a light for me..
I traced my problem - which is exactly the same as yours - down to the Microsoft Firewall Client for Microsoft ISA. It would appear that the firewall client holds connections open for 4-5 minutes before releasing them. Disabling the Firewall client solved the problem. HTH some poor sod...
