I also ran into this issue, and I found another post regarding the exact same issue. It appears to me that the default setting in the config file has changed at some point, making the documentation invalid. It tells you to change the two items, but the third must be changed also in order for everything to work. I think it is important that the guide gets updated so that not more people fall in the same trap, simply by following the guide to the letter.
