Vinay,
this looks like an issue in the database (Localization issues). Your best
bet is to look for information in the oracle world.
A google query gave me a url which has a direction from a DBA:

On a flip side (not related to your problem), you shud try to upgrade your
JBoss instance to newer versions (3.2.1 is quite old).
