It is only a bug when you can clearly point to *MUST* in the spec and have
a test case that shows it does not.

The JTS/OTS spec requires this behaviour, the JTA spec *allows* it such
that OTS TMs can be JTA compliant.
The JTA spec allows the opposite, even down to the thread that started the
transaction must commit it (i.e. you cannot even suspend on one thread
and resume on another).

The JTS spec is an "optional" spec in J2EE and JBossTM does not
currently implement it.
All you are required to do in J2EE is trap transaction progogation over RMI/IIOP
and throw a RemoteException saying you don't support it.
