ManageEngine Applications Manager can monitor your JBoss instances and also

It does not provide stopping and starting of these individual applications. But 
there is a provision to execute a script (.bat or .sh) from the Web Console.  
If you can write a script then this feature may be useful.

We also have an enhancement coming where we can execute any custom script and 
graph, alert,  report the attributes returned.  

fyi : Applications Manager supports Windows and Linux.
