wscompile does not generate a SLSB. It generates * service endpoint interface (SEI) * associated complex types and exceptions * jaxrpc-mapping.xml
You don't need any of the Sun specific artifacts (that have sun imports) The webservices.xml and the implementation of the SEI you have to code yourself.
