I am also new to portlet design. But I found a plugin named pluto, which support portlet design in Eclipse. You can download it at: http://prdownloads.sourceforge.net/plutoeclipse/org.eclipsefan.pluto.ui_1.0.0.zip?download It fits JSR168 specification. But you must configer jBoss portal sepcific xml files such as jBoss-Portlet.xml, you can read jboss portal reference guide for reference.
