Created DefaultPartition as per to
http://wiki.jboss.org/wiki/Wiki.jsp?page=JBossMQHA.
If any secondary JBoss instance goes down, the failover and load-balancing
functionalities work well. But if primary instance goest down, other instances
will not handle messages, they just wait there, no action, even client send
persist messages. WHY?
