I have found an insight to this issue. It is because it is in server\all\deploy-hasingleton folder. If you move the MBean topic declaration to C:\jboss-3.2.5\server\all\deploy\jms
In face there is a bug that is being worked on http://jira.jboss.com/jira/browse/JBCLUSTER-63 may be it is of some help.
