The error says it all, you have used an invalid DOCTYPE in your descriptor.

For EJB 2.0 the DOCTYPE should be: -

  |   "http://java.sun.com/dtd/ejb-jar_2_0.dtd";>

For EJB 2.1 the structure of the ejb-jar.xml is described using a scheme which 
would be defined in the file as: -


  | <ejb-jar xmlns="http://java.sun.com/xml/ns/j2ee";
  |     xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance";      
  |     xsi:schemaLocation="http://java.sun.com/xml/ns/j2ee/ejb-jar_2_1.xsd";
  |     version="2.1">
  |     ...
  | </ejb-jar>
  |
