Thanks to all for your help. I finally installed Tomcat into another
directory and used the example testsuite app as tbe starting point of my app
and was able to get my app files  to work.  I do not know what was causing
the "No suitable log constructor problem" in the original installation but I
will describe my testing just in case anyone else has the same problem.

Per the suggestions I received on this list, I copied the testsuite app into
my original Tomcat webapps folder.   I also had my original app (iiv) in
this Tomcat installation and it worked fine with the DBforms 1.07 release.
I  copied all of the jsp files from the original app folder and  the app
specific jar files into the testsuite  I replaced the test suite app files
with my own and my app worked fine with DBforms 1.1.3pr.  However, if I
renamed the testsuite app to my original name (iiv) and altered the
server.xml and web.xml file appropriately, the same "No suitable log
constructor error returned".  Therefore, I assumed the problem was in my
server xml file for Tomcat for the iiv app.  However, I had copied the iiv
app context section to create the testsuite context section and the
testsuite did not give the error. 

 I tried everything  I could think of but could not get the iiv app name to
work.  So, I installed Tomcat into a different directoy and copied the
testsuite app which I had modified into the new Tomcat webapp folder.  I
then renamed it to iiv and changed the Tomcat server.xml and it worked fine.
I still don't have a clue as to what generates the
"LogConfigurationException: No suitable Log constructor" since both apps
were identical in the original Tomcat installation except for the
application name.  Both server.xml entries were the same except for the
names of the apps.  In any case, I have it running in a fresh Tomcat
installation.  Thanks to all for sticking with me as I tried to resolve the
problem.
