OK, now let's plan the details.
We have 2 places where we could add the forceUpload flag:
1. In the dbforms-config.xml as table attribute.
In this case the upload will be overriden in each call of the update
of the table.
2. As attribute of the dbform tag in a jsp. So we can decide to override
the update in each form.

What do the others prefer?
Functionally they turn out about the same but overall, I would think #2 is easier in most cases than #1 where you need a form by form choice whether to use forceUpload. I need case by case decisions so vote for #2.
If we choose #1, we can still update by form by declaring a alias for the table in dbforms-config.xml and then using the forceUpload flag in the alias (assuming that would be possible) that is used on a particular form. The advantage of #1 would be if you have many forms were you wanted to do this and didn't want to hassle with setting the attribute in each but rather doing it once in dbforms-config.xml -- not so tough to do though.
