Thank you for your advice, I able to work with Japanese char. Below is additional information I found and hopefully help others.
Ok, I submitted it to cvs. Thanks for reminding me. I posted this same solution to the mailing list thinking that people could find it with a search of the archives but sourceforge searches seem to me to be relatively useless. I wonder if they make it so terrible so people are tempted to subscribe to their "heavy user" or whatever they call it services.

It is probably from the Tomcat people. They distribute an encoding filter within Tomcat. That is where we got the version that Henner pointed out is included in dbforms.
Anyway, thanks again for submitting you suggestions for improving the docs.
