Could do debug the config servlet and find out where the mixup is happend?
Ok, did that and found the problem is in my environment. I sometimes run Tomcat within my ide (Intellij) to debug and only then does the problem appear. When I run Tomcat normally, the configServlet doesn't confuse the two contexts.
