I actually did, but for reasons to me unknown, I was having problems
with --no-init-file as well, there must have been some other issue that
I was not aware of, since when yesterday after upgrading to 20.4 I tried
it again, I was able to pinpoint the problem, albeit after a significant
amount of effort.

offending code in the old tinylibm.el file just redefined defcustom in a
way that the definition of the variable still worked, just the :set part
was not executed.

Anyways you are right, I should have been more circumstantiated in my
bug report, again, I'm sorry I jumped the gun too quickly.
