The JDE requires the gud Lisp package. The gud package is a standard part
Emacs and XEmacs. gud.el is the lisp source code for gud. gud.elc is the
compiled version of gud.el. There may be differences between the gud.el for
Emacs and the gud.el for XEmacs. Therefore you should not try to use the
Emacs version of gud with XEmacs. 

XEmacs and Emacs have different policies about how core Lisp packages, such
as gud, are distributed. XEmacs seems to have different policies with each
new version. XEmacs and Emacs also differ on which packages are loaded by
default and which require user action to be loaded. So I don't know what
the situation is in your case. I don't use XEmacs so I don't try to keep
track of which packages are in which XEmacs distribution, which packages
have to be downloaded, which have to "installed," etc. This is something
you'll have to determine for yourself. 

If you are going to use XEmacs, it behooves you to learn about XEmacs
policy on Lisp packages and how to "manage" them. Please read the
documentation that comes with XEmacs, in particular, the doc displayed by
the Options->Manage Packages->Help command.
