Check out the Gnuserv package; details are on Geoff's excellent Emacs

Full details are on the page, but basically it allows you to associate
files with an already-running instance of emacs; you can configure it
to open new frames for the new files etc. On my machine opening the
file is virtually instantaneous - a lot better than the 7 seconds you
mention!
Also, having one instance of Emacs with many buffers is much less
resource-hungry than having many instances with one or two buffers
each.
