I can only respond for what causes this in Internet Explorer - the user
clicking on the Open File instead of the Save File radio button, which
promptly goes away for all eternity, with no clues given where it is
changable.
After this, whatever program associated with zip files (winzip on my
machine) will just open them, rather than having the files saved.
The solution on a windows platform is:
Go to the folder settings dialog. AFAIK this is completely inacessable from
the Control Panels. It is just one of many hidden settings dialogs in
windows.
Go to the file type tab, search for the ZIP files in the list.
Click on the Edit Type button
at the bottom there is a Confirm open after download box, check it.
This should be all you need to have this stop under Internet Explorer.
Assuming that Netscape isn't so backwards, it may have something similar in
a MIME table accessable to the user.

I have also had this this problem when trying to download zipped tar files
with Netscape. I don't know how to fix the problem. Perhaps somebody on the
JDE list can suggest a solution.
