That's news to me. I've never included the JPDA bin directory in my Emacs
load-path and I cannot imagine why it would be necessary.

As always, it's a question of where to invest limited resources. This would
not be high on my priority list but if anyone else wants to contribute such
a program, I'd be glad to include it in the JDE.
