Did you add the directories containing the semantic and
speedbar to your .emacs load path?
Here is what I did:
(setq load-path
(nconc
'(
"d:/EmacsUtils/jde-2.1.7/lisp"
"d:/EmacsUtils/semantic-1.1"
"d:/EmacsUtils/speedbar-0.11"
)
load-path))
