I have no problem using emacs 20.6.1 with jde-2.1.1, semantic-1.2.1, and
speedbar-0.12 on Windows 95. 

Are you sure speedbar-0.11.1 is being loaded and not the incompatible
version of speedbar that comes with Emacs? The only way to ensure that the
old version is not loaded is to delete or rename it.
