Missing JDE menu

I've just installed the latest Emacs, JDE, Semantic and Speedbar, but I do
not get the JDE menu displayed.  Under the Files menu I get the "New JDE"
option and I can start the Speedbar.  I have double checked my installation
of both Emacs and JDE, found a few minor things but nothing to fix the
problem.

I can run the jde commands such as <alt>x jde-compile and it works fine.

Any idea what stops the menu being displayed?  BTW I am viewing a java file
in Emacs.
