You are using the Cygwin version of XEmacs. I was referring to the NT 
version of XEmacs. The two are completely different animals. The JDE 
website explicitly mentions the Cygwin version of  XEmacs and GNU Emacs as 
alternatives to the NT version of XEmacs on Windows.

BTW, is there a prebuilt version of Cygwin XEmacs available on the 
Internet? I'd like to install the Cygwin version so I can test JDE features 
on it.
