AFAIK, the only doc for temp is what is provided with tempo functions and 
in tempo.el itself. As far as P is concerned, there are two options, 
lower-case P and upper-case P. Both mean prompt the user for a string to be 
inserted at the current point in the generated text. One version (upper 
case?) always prompts; the other prompts only if the value of the variable 
tempo-interactive is t. The idea here is that some insertions may be 
required and others optional.  You can set up your template to allow a user 
to turn off prompting for optional insertions by setting tempo-interactive 
to nil.
