I'm using
XEmacs 21.2 (beta45) "Thelxepeia" [Lucid] (i686-pc-cygwin, Mule) of Thu Mar 15 2001
on VZELL
under NT4sp6 with Exceed as my X-server.
No effect here. The menu always pops up at the position where the mouse cursor is.
