I am very opposed to this. Making auto parse off by default means that most
new user will not be aware of the necessity of having an up-to-date parse
of the buffer for features like speedbar and the Classes menu to work
properly. 

The default reparse interval in the latest release of the JDE is three
minutes. I have set it to 30 seconds for my own projects, which I do not
find at all intrusive.
