I don't think cc-mode is the problem.

What exactly do you mean by network drive? How do you access it? Is it
mapped to a local drive?
I have no trouble loading files from mapped network drives. For example, I
am working at home. I just mapped a drive located on a server at my
employer's headquarters to drive D on my home machine. I then loaded my
favorite Java test program from the mapped drive. There was no error. I am
running Emacs 20.7.1 and JDE 2.2.7beta3 on Windows Millenium.
