Two suggestions:

* Upgrade to JDE 2.2.7beta11. It is more capabable, more robust, and supports
  the versions of semantic and speedbar that you have installed.

* Delete all the compiled versions of the JDE lisp files. The error you are
getting
  is caused by compiling the JDE files without having semantic loaded. 
  The JDE runs fine uncompiled. If you want to compile it, use the
jde-compile-jde
   command or the makefile in the 2.2.7 distribution.
