I was able to reproduce your
problem, by doing this
JDEBug->Processes->Start Debugger
JDEBug->Toggle breakpoint
JDEBug->Processes->Launch process.
Do not know why this is not working,
and it does not happen all the time.
If this is what you were doing,
try this,
JDEBug->Processes->Start Debugger
JDEBug->Toggle breakpoint
JDE->Debug App
This works for me.
