Presumably you're talking about NT/Windows? Why not load cygwin? If all you
want to do is call a few command line utilities you don't need to do
anything more than but the bin directory in your path.

When I type C-c C-v C-w I get:
Cannot find wget. This utility is needed to access javadoc on remote
systems.
Is utility for use with cygwin only (which I don't use)? If not, does
anyone know where I can get the binary?
