Because NT supports spaces in paths and even encourages its use by having 
user data (such as your desktop and other important stuff) under 'Documents 
and Settings'. A few programs, furthermore, don't like to be installed in 
other than the default location, which is usually c:\program files\... I 
admit, this is rare, but I have experienced it. (I think it happened with 
DB2, for example.) Many MS applications default to 'My documents' when you 
want to open/save files.

All these small things try to make the user interface a little friendlier 
and cause many annoyances when trying to go against them.
