Hi Ralph,
I encountered this problem both on Windows 2000 and
RedHat 7.2 (some targets in the build file not showing
up), and in both cases the problem was fixed
by upgrading to Emacs 21.2.
BTW, Red Hat 7.3 ships with the latest version of
Emacs that you need.
