Yes, this problem has been discussed on the JDEE list. 

The :set-after keyword is a new customization keyword that allows
a package, such as the JDEE, to specify dependencies among
customization variables. The latest version of the JDEE relies
on this keyword, which was introduced in Emacs 21 and is not
yet supported by XEmacs. The next release of the JDEE will
make support for the keyword optional at the expense of making
two keywords not work correctly in some circumstances.
