Then try using arrows up and down. Press twice move you into the pop-up window, at 
least on my configuration.
I am using Emacs 21.1 on Windows 2000.

Pressing Tab makes the pop-up-menu disappear.

Oh - and btw, I'm running Gnu Emacs 21.2.2 from Debian unstable.
