I think TextPad is a good editor, but now I've found emacs I don't

You've already started by downloading and installing the JDEE.  And by
either luck (or good research) your selection of JDE is fortunate.
JDE works seamlessly with the "Emacs Code Browser" and also with the
Cygwin development tools.  Oh, and by the way, once you added Cygwin,
you won't have much change from your 100MB IDE limit.
