Why not have people sign up for it seperately?

You guys been checking out the newserver, gmane.org? It is an
nntp interface for any public mailing list that either has been
signed up or if you can't find it there, you can sign it up.
I don't download emails anymore, I read everything through a
newserver.

There are 56 mailing lists with emacs in their names.
