Hi Vladimir,
What version of Emacs are you using? On the version I am using
(Emacs 21.1.1), JDEE 2.3.3beta5 loads without any problem and
both functions accept character arguments, e.g.,
ELISP> (char-to-string (upcase ?a))
"A"

I found the source of the trouble. It was entirely my fault. Sorry for
