Since 1.4.0, the JDK has included the complete set of Apache XML tools
and it is easy to obtain the tools from Apache or Sun for use with
previous versions of the JDK. I therefore do not see any need to
include them in the JDEE distribution. I will, however, update the doc
to add the Apache XML tools as requirements for users who are using
pre 1.4.0 versions of the JDK or other java tool sets that do not
include XML tools.
