The (end-of-file #<buffer "semantic-loaddefs">)
problem is happening when the make process tries to rebuild the
loaddefs file, unnecessarily.  It arises because of a loss of
information wrt file change times, which makes some of the
distribution appear newer than the loaddefs files.  To fix this,
simply 'touch' semantic/semantic-loaddefs.el (and
cogre/cogre-loaddefs.el) before running 'make'.

Solved all my install problems, anyway.
