I'm replying to myself here.  In case anyone else has this problem, I solved it by 
installing xxml.el.  You can find it here:

I'm using JDE-2.3.4beta5 on Debian Linux.  I upgraded to the beta because I've got 
CEDET installed that included Semantic 2.0 which apparently requires the beta version 
of JDE.

Anyway, once I got all this working, I notice that the syntax highlighting no longer 
works in XML-Mode (PSGML).

Initially, I also had this problem with the syntax highlighting in .java file, but I 
found an overlay-fix.el to take care of it.  Unfortunately, this hasn't solved the 
problem with XML-Mode.

Does anyone have any ideas or know of a solution?
