Most of the .el files say they are licensed under "GPL 2 or  
later" (the ones that don't just say "see the Emacs COPYING file"),  
but the LICENSE file says GPL 3. Am I correct to interpret that to  
mean that the entire project is GPL 3 but that some files haven't had  
their copyright header updated yet?
