[JDEV] First go at a PASS component

Hi all,

I've spent the last couple of days on a quick-and-dirty implementation
of PASS (http://core.jabber.org/pass.html). It can only do very basic
proxying at the moment, and has no additional features or protections
(yet), but its a start.

It's available from http://nauseum.org/bits/pass.tar.gz
