External simply means running in a separate process space. Rather than being a shared object that gets base_load'd into jabberd's process space, you will connect this component to jabberd through a base_accept or base_connect. I suppose whether or not this is useful to your depends heavily on what type of component you are trying to create. For example, if you're trying to make new JSM modules, you will not (AFAIK) be able to use the libraries. However, if you're trying to make your own user directory, or an external transport, these libraries should work perfectly.
