The Jabber Council has voted JEP-0047 (In-Band Bytestreams) to Draft. This document defines a lightweight, fallback mechanism for file transfer when SOCKS5 Bytestreams (JEP-0065) is not available. The IBB protocol is also required for support of JEP-0096 (File Transfer).
