The problem viewing the JEPs as XML is NOT Mozilla. IE is less strict on XMP URI references.
It is the fact that the JEPs use a relative references for the entities, DTD, and XSL stylesheet. The URIs used (../jep.dtd) are not resolvable outside of the jabber.org web server. If the JEP editor corrected those three things, then all browsers would be able to compose the JEPs directly from the XML.
