It's all about security.

The ICQ transport and your Jabber server are not the same entity on the network, so the transport can't change (add to/remove from) your actual roster. The best that could be done is for the transport to advertise what your "legacy" roster is using Roster Exchange[1], or it might be possible to apply something similar to Shared Groups[2].
